Baltimore Utilities Manager Elford Jackson, PE was recently named 2021 Engineer of the Year From a Mid-Large Firm Award by the American Council of Engineering Companies/Maryland (ACEC/MD). This award recognizes the accomplishments of engineers by highlighting their interesting and unique work along with their positive impact on society.
Elford has been a part of the RK&K family since 1998 and has more than two decades of experience developing designs for small to large infrastructure improvement and commercial/institutional development projects. He specializes in utility coordination and relocation using the latest BIM and 3D design tools, with extensive experience in public and private utility coordination including design and relocation of existing water, sewer, telecommunication, fiber conduit, gas, and electric duct banks.
Elford is a proud member of the Chesapeake Section of the American Water Works Association (CSAWWA), where he serves as Assistant Secretary Treasurer. He is also the Board Secretary for the Morgan State University Civil Engineering Department Industrial Advisory Board.
