The Project

This project converted two existing HOV lanes to three Express Toll Lanes along the entire 8 miles of I-395 in northern Virginia between the Capital Beltway (I-95/I-495) in Springfield to the District of Columbia at the Potomac River. This project also added a fourth thru lane on southbound I-395 between Duke Street and Edsall Road and reconfigured interchange ramps at both interchanges; implemented multiple Pentagon improvements including a bus loop, parking facilities, traffic signals, and a permanent commuter store; installed sound barriers totaling 25,000 feet in length, overhead toll gantries, lighting, pavement markings, ITS assets, and retaining walls; and bridge rehabilitation improvements on both the Express Toll Lanes and General Purpose Lanes. The new Express Toll Lanes were successfully opened to traffic in November 2019. This project was delivered as a concessionaire enhancement under an existing P3 comprehensive agreement with the concessionaire (Transurban/95 Express).
