The Project
RK&K was the lead NEPA contractor for the Baltimore & Potomac Tunnel project. Amtrak, Maryland DOT, and the Federal Railroad Administration (FRA) engaged RK&K to complete all NEPA, Section 106, and Section 4(f) environmental studies. RK&K supported environmental technical studies and completed the Environmental Impact Statement (EIS). RK&K managed the Section 106 consulting process and prepared a Scoping Report, Purpose and Need Report, and Alternatives Reports.
RK&K managed public and agency involvement as well as all related community mailings and social media postings. RK&K completed the Draft EIS, Final EIS and Record of Decision in less than three years.
